Money for Utility Payments: The Ministry of Social Policy Explains How to Get It

Ukrainians who spend more than 20% of their household's total income on utility services have the right to a subsidy, which is monetized (provided in cash) assistance to compensate for the increase in electricity tariffs. This was reported by the Ministry of Social Policy.

According to government officials, the subsidy is granted if the household pays for utilities more than the calculated mandatory payment.

The payment is calculated individually for each household and depends on the average monthly total income per person. In addition, the financial condition of the household and consumption standards are considered. This is because any electricity consumed above the established norm must be paid for by the family from their own funds.

Who Can Apply for a Housing Subsidy?

  • One of the persons registered in the residential premises;
  • A person who rents housing based on a rental agreement;
  • An internally displaced person who is not registered but actually resides in the residential premises (even without a rental agreement);
  • A guardian or trustee for a minor child who has been left without parental care or an incapacitated person of working age under guardianship;
  • An individual developer, if the building has not been put into operation but utility payments are already charged.

When assigning a subsidy, the income of all persons registered and/or declared in the residential premises is taken into account. However, when submitting an application, it is necessary to specify who actually resides in the apartment/house. If, on the day of applying for the subsidy, a family member has been abroad for more than 60 days, they must be excluded from the household composition, and their income will not be taken into account.
