The service on the Diia portal has been updated to speed up the process of applying for subsidies for utility payments, gas, and fuel.
Now, the application can be submitted in 10 minutes, as most of the documents are automatically retrieved from registers. Previously, the process took about half an hour. The simplified application became possible due to fewer fields for data entry — 7 instead of 21.
In the summer of 2023, the government simplified the procedure for citizens to apply for housing subsidies. Until recently, the simplified application could be submitted online through the Pension Fund of Ukraine’s web portal or app, or in paper form. Earlier, the process involved long queues and waiting times.
Who Can Receive a Subsidy:
- A person who is registered at a residential address;
- A person who is not registered but actually lives there based on a rental agreement;
- An internally displaced person who resides without a rental agreement;
- A minor child who has lost parental custody and has an official representative or guardian;
- A legally incompetent person of working age who has a guardian;
- A builder whose building has not yet been commissioned but is being charged for housing and utility services.
The service for submitting a simplified subsidy application is available for Ukrainians applying for it for the first time. The updated functionality can be accessed on the Diia portal.
Subsidies are the second most popular social service in Ukraine. Overall, more than 10 million Ukrainians use social services every year, costing approximately 700 billion UAH from the state budget. Around 18 million paper applications are processed annually by institutions, totaling about 270 million sheets or 1300 tons of paper per year.
The digitalization of social services will help save the budget, time, and preserve the environment. A few clicks, and everything is ready.
The service is implemented by the Ministry of Digital Transformation, together with the Ministry of Social Policy, the Pension Fund of Ukraine, with the support of the UNDP in Ukraine, under the "Diia Support Project," funded by the Government of Japan.
