Residents of Vinnytsia are taking management of their buildings into their own hands. Nearly half of the city’s buildings are managed by HOAs. Currently, there are 874 HOAs operating in 954 residential buildings in the city, which accounts for over 45% of the total multi-apartment housing stock.
Since the start of the year, 52 new homeowner associations have been established in Vinnytsia. This is 18 more buildings than in the entire 2022 year, when 34 new associations were registered.
According to Ihor Ivanov, head of the HOA development department of the Vinnytsia City Council, most of the newly created HOAs this year are in older housing stock, with 44 buildings, while eight HOAs were established in new buildings.
"Today, we can state that, based on the creation of homeowners associations, we are gradually returning to pre-war levels. Last year, many citizens put this process on hold, but today, thanks to our Armed Forces of Ukraine, people are regaining confidence in the future. The dynamics of HOA creation are also positively impacted by the city council’s targeted support programs for associations," notes Ihor Ivanov.
